Anyone who has been in the situation of needing their dog to return to them and has given the command "COME" while their dog happily continues anyway in the direction they are headed knows exactly what they are looking for.
The goal of Obedience is to give a command, and have the dog follow what is being asked of them. We will also add - without having to repeat ourselves, raise our voice, or become frustrated in order for the dog to obey.

compliance with an order, request, or law or submission to another's authority.
We like to scratch off that last bit about "or submission to another's authority."
Obedience does not have to mean submission. Obedience can happen from willingness and a decision to work within a partnership.
Put another way - your dog can be happy and excited to show off his skills and ability to know what it is that you're asking even with Obedience commands.
Most often submission in Obedience is a result of pressure and force and frustration used in training rather than inviting the dog into a partnership where they have a choice of whether or not to participate.
